What we are doing now

Virginia scholarships through the EISTC program. Scholar Street is approved by the Virginia Department of Education under the Education Improvement Scholarships Tax Credits program, and accepts preauthorized donations that fund tuition scholarships for students from lower-income Virginia families. Preparing for the federal credit. The federal Education Freedom Tax Credit (IRC §25F) takes effect January 1, 2027. We are organized to operate as a Scholarship Granting Organization under it, and we are building the application, eligibility review, and reporting systems that program will require.

Publishing what we learn. We write for families, donors, and schools about how these programs work and what is still unsettled. Read our articles.

Governance

The people who raise the money will not award it. Scholarship recipients will be selected by an Independent Scholarship Selection Committee that operates outside the board, against published criteria: financial need and academic merit. The committee will be seated before the first award cycle. Donors may designate the community their gift serves, but never the individual recipient.

Non-discrimination. Scholarships are awarded without regard to race, religion, gender, national origin, or disability, and are determined solely by published eligibility criteria.

No compensation to founders. Neither co-founder currently draws a salary from Scholar Street. Read our full compliance commitments.

How donations are used

Under the Virginia EISTC program, at least 90% of credit-eligible donations must be paid out as scholarships. The federal §25F program carries a comparable requirement, measured for each state in which we are listed. We keep administrative overhead low so that the maximum reaches students.

Documents available on request

Email info@scholarstreet.org and we will send our IRS determination letter recognizing 501(c)(3) status. As a new organization, we have not yet filed an annual information return; once we do, our Form 990 series return will be available on request and through the IRS.
